CUPs approved
At its April 2 hearing the Duchesne County Planning Commission considered and granted conditional-use permits for the data center and the related solar and natural-gas plants (Wells Draw Energy), alongside the separate reWater produced-water proposal.

Appeals denied
Resident appeals of the approvals were heard by the County Commission and denied, one for lack of standing. The county permits stand; Basin Now reported the denials on April 28.

The filing contains different applicant schedules: its executive summary targets 2026, while narrative section 2.2 says 2027. Neither date establishes a verified construction start.

The narrative targets operation before 2030, around 2029; the filings show some timing inconsistencies.

The narrative describes a facility life of at least 50 years from the start of operation.
County approves appeal-procedure ordinance
Approved minutes record a unanimous vote approving Ordinance 26-432 as amended. This countywide procedural action does not by itself change the April project decisions. The final amended text and effective date remain to be reviewed.

In an August 11 company announcement, Senmiao described a nonbinding proposal for a staged $5 million development investment in Energence Utah. It identified Energence Power as sponsor/managing member and Elio Energy Development as a development-services provider. Definitive agreements and closing conditions remain outstanding in the reviewed evidence; financing completion and construction have not been verified.
